张惠（1983—），湖北荆州人，管理学博士，教授，广州大学“百人计划”青年学者，广州大学南方治理研究院研究员，南方灾害治理研究中心副主任。在华中科技大学公共管理学院先后获得管理学学士、硕士、博士学位，日本庆应义塾大学 （keio university）访问学者，英国伦敦大学学院 (university college london)访问学者。伦敦大学学院风险与灾害研究院客座研究员，《风险灾害危机研究》《南方治理评论》编委，《journal of risk research》《journal of environment & development》等多份中英文期刊审稿人。广州市重大决策社会稳定风险评估专家库专家，广州市海绵城市建设专家。主要从事风险管理与灾害治理研究。
